Shafiq Bari is the Founding Chairman and Chief Executive Officer of TARS INDUSTRIES, and the principal architect of TARS UNIVERSE — a sovereign infrastructure system designed to correct the structural coordination failure between talent, capital, and execution that defines the development constraint of Bangladesh and the Global South.

His analytical foundation rests on a precise diagnosis: the scarcity that defines emerging economies is not one of human capacity, but of the infrastructure through which capacity is made legible. The engineer who does not reach the institution that needs her, the innovator whose idea cannot be verified, the project that cannot attract capital because it lacks an institutional record — these are not talent failures. They are coordination failures. And coordination failures are solvable by design.

His formation occurred outside conventional academic structures — through independent research, applied engineering, system design, and extended fieldwork conducted directly across Bangladesh's educational and social fabric. He regards this not as an absence but as a methodological advantage: his understanding of the problem was built by inhabiting it, not by modelling it.

Over several years of personally conducted field documentation, he recorded 23,782 individuals across Bangladesh's universities, colleges, and schools — each one formally identified before any product existed. This is not a registration metric. It is a pre-product evidence base: proof that the demand for structured opportunity is real, distributed, and waiting for the infrastructure to receive it.

TARS INDUSTRIES is being built as a governing institution before it is a registered company. Its governance architecture — five layers, constitutionally anchored — was designed and agreed before incorporation, on the principle that an institution is defined by how it makes decisions, not merely by what it eventually produces.
